Key observations

 

With the majority of organisations already leveraging data to support decisions, and using AI tools to interpret data, it will come as no surprise that we predict data focused skills to continue to be in high demand for the foreseeable future.

Despite AI dominating the headlines, only 4% of executives intend to reevaluate their company job roles as a result of this technology in 2024, according to the ‘state of the labour market’ report produced by LinkedIn. However, 80% of CEOs see generative AI delivering operational efficiencies in the future.

Short term challenges

IT Skills shortages continue in critical areas such as software development, software testing, cyber security and data centric roles. When the job market activity intensifies, as we predict it will through 2024, the difficulty businesses face in accessing these skills may have an impact organisational competitive advantage.

Advancing Technology

The speed with which technology is advancing presents a number of challenges for businesses attempting to capitalise on the advantages of new tech. Maintaining up to date skills, identifying future skills and establishing any potential skills gaps has put increasing pressure on IT departments.

Data

Data is becoming increasingly important to support decision making and is being used across all business departments to improve outcomes. Increasingly organisations are creating data led teams and we have seen a rise in the number of Chief Data Officer, Data Engineer and Data Scientist positions.

Cyber Security

With the World Economic Forum predicting the cost of global cyber crime trebling over the next 3 years to increase from £6.5trillion to an eye watering £20trillion. We can expect to see increased investment in cyber skills and defense.

With cyber threats becoming increasingly sophisticated, using cutting edge technologies to seek out vulnerabilities, businesses face a constant battle to defend themselves. Maintaining appropriate cyber defense strategies and skills, in an area already experiencing a skills shortage, will likely see further increases in salaries and a particular challenge for small to medium sized businesses.

Demand for IT staff has fallen and as a result, average salary increases have halved year on year. But the industry is still experiencing skills shortages in key areas.

Skills shortages

One of the persistent challenges in the IT job market is the shortage of skilled professionals in specific areas – cyber security, software development and data analytics. Despite the slight easing of candidate availability in 2023, there is still a shortfall in these areas. In addition, most candidates looking for roles are already in jobs, meaning they are taking their time to come to a decision and making the increased availability slightly muted. This scarcity of talent remains a significant concern for some organisations, and has led to increased competition among employers to attract and retain skilled IT professionals.

Job volume and growth

Any business able to hire for critical roles in 2023 should do so. While the recent decline in the volume of jobs has somewhat lessened the impact of the long-term skills shortage, once the job volumes return, as expected in 2024, the scarcity of skilled workers will again become a critical issue for organisations.

Workforce planning goals

To effectively tackle this issue, organisations need to prioritise workforce planning. This involves assessing the existing skills within their workforce, identifying any skill gaps, and determining future skill requirements. We believe businesses currently have a nine to 12-month window to get a handle on this: by May or June 2024, we expect demand for skills to be rising and availability of candidates to be falling. With demand slightly depressed at the moment, there is a short window to get ahead of hiring the skills you will need for the future.

Salary Increases and Employee Retention

Our survey suggests salaries have emerged as the primary reason for employees to consider changing employers. In 2023, average salary increases have fallen, with an average increase rate of 7% compared to 10% in 2022. Roles in software development, software testing and data analytics are seeing higher salary increases than other IT roles.

The growing use of AI and machine learning has also resulted in a shortage of professionals skilled in these domains. Organisations seeking to use AI for automation, predictive analytics, and optimisation are struggling to find qualified experts. Consequently, salaries for AI and machine learning roles are expected to exhibit notable increases.

Training and development

Despite the economic downturn, organisations have recognised the importance of investing in their employees' skills and development. Training budgets have either been retained or increased, signaling a commitment to address the skills shortage through continuous learning. Continuous professional development (CPD) initiatives are critical for employees to stay updated with technological advancements and to foster the retention and growth of existing IT teams.

Entry level hiring

To cope with the skills shortage, many employers have turned to hiring less experienced individuals and implementing training plans to bridge the gaps. New technology adoption

The adoption of new technologies in the IT industry is rapidly accelerating. While AI is not currently impacting job volumes, it is being incorporated into software tools, enhancing efficiency and productivity. Organisations should stay vigilant in monitoring technological advancements and assess their potential impact on job roles and skill requirements.

Next steps for IT
Given the changes the IT industry is experiencing, we recommend businesses consider a number of different approaches to recruitment.
  • Enhance workforce planning efforts: Allocate sufficient time and resources to identify skill gaps and develop strategies to address them effectively.
  • Prioritise competitive salary packages: Given that salary increases have become a significant motivator for employees, organisations should consider offering competitive compensation packages to attract and retain top talent.
  • Foster continuous professional development: Encourage employees to pursue CPD opportunities to keep up with technological changes and industry trends, enabling them to contribute effectively to organisational growth.
  • Invest in training programs: Maintain or increase training budgets to provide necessary upskilling and reskilling opportunities for employees, ensuring a capable and adaptable workforce.
  • Collaborate with educational institutions: Establish partnerships with universities and other educational institutions to bridge the skills gap and nurture a pipeline of qualified IT professionals.
  • Stay updated on emerging technologies: Monitor the advancements in AI and other emerging technologies to assess their potential impact on job roles and skill requirements, preparing for future workforce needs.
The IT job market continues to face challenges in terms of skills shortage in specific areas, but organisations have shown resilience in adapting to the changing landscape. By focusing on workforce planning, competitive salaries, continuous professional development, and technological awareness, organisations can better navigate the IT job market and secure a skilled and adaptable workforce for future success.

January 2023

The fastest salary rises are in cyber security and software development. The average salary for a mid-level software developer nationally has risen from £55,000 to £65-70,000 per annum over the past 18 months. This, however, is not usually enough to persuade talent to leave their existing roles.

The IT contract market is getting stronger, with many businesses developing robust systems to manage IR35 risk.

Software development salaries in London are in excess of £80,000. With the demand for skills as high as it is, developers are less concerned with job security and contracting has returned as an attractive well-paid, flexible option.

All IT salaries rose faster than the national private sector average of 6.6%.

Across each of these in demand roles salaries rose by over 15% during the past 12 months, beating inflation. IT skills shortages continue to have a big effect on the ability of companies to grow. It will remain a challenge for business leaders throughout 2023 and beyond.

The fastest rise in salaries were entry level developers as they entered the second or third year of their careers, rising from £30-35,000 per annum to £50,000+.

Remote work has extended the pool of available talent within the niche and high demand skill areas, creating rapid salary inflation outside of the South East.

The shortage of IT skills is still putting pressure on business growth plans and driving the IT contract market. We have seen an increase in software engineering being outsourced.

Companies are focusing on upskilling internally to address shortages and creating structured career paths to retain existing teams.

The smallest increases were within the IT support and onsite IT infrastructure roles, although salaries were still up by an average 9%.

Our prediction for 2023 is that skills shortages will cause continued challenges, and salary inflation will broadly track or outstrip inflation.
