Recession 'has not harmed HR recruitment'Human resources (HR) departments have been some of the least affected by the recession, a new report has indicated.

Many have continued to conduct HR recruitment during the downturn, according to research firm Incomes Data Service, with 23 per cent increasing their headcount over the year.

A further 42 per cent of surveyed HR departments reported no change in staffing levels during 2009, reports the Financial Times.

Graham Brown, author of the report, said that despite fears the recession would bring sweeping job cuts to support functions within companies, staffing levels in most HR departments have remained "robust".

He added: "Some HR departments may even argue that a recession actually creates more work for them. They may have to run complicated headcount reduction programmes or find cost savings through the introduction of new incentive packages.

"During a recession, pressure from their day-to-day tasks, such as managing performance and dealing with potential employment disputes, may also increase."

Earlier this week, Tom Hadley, director of external affairs at the Recruitment and Employment Confederation, claimed it is essential for recruiters to help people back into work as quickly as possible.
