HR 'can be at the centre of public sector reform'

The public spending cuts announced by the government this week will allow HR professionals to shape the future of the civil service, one industry expert has suggested.
Dean Shoesmith, president of the Public Sector People Managers' Association, told the Telegraph that a "difficult and challenging" period lies ahead for those employed by the government.
He claimed the £6.2 billion cuts have "created a burning platform", but noted that they have also presented "a fantastic opportunity" for HR "to have real influence".
Mr Shoesmith urged HR professionals to begin conversing with staff as soon as possible, seeking solutions such as cross-department redeployment in a bid to avoid redundancies.
"There is an HR leadership challenge," he commented. "HR must advise senior managers how to advise employees on their own career paths, as a lack of clarity and uncertainty is the biggest threat."
Earlier this week, chancellor George Osborne announced that a civil service recruitment freeze is set to come into effect as part of the spending reduction plans.
